    RUR53: an Unmanned Ground Vehicle for Navigation, Recognition and Manipulation

    This paper proposes RUR53: an Unmanned Ground Vehicle able to autonomously navigate through, identify, and reach areas of interest; and there recognize, localize, and manipulate work tools to perform complex manipulation tasks. The proposed contribution includes a modular software architecture where each module solves specific sub-tasks and that can be easily enlarged to satisfy new requirements. Included indoor and outdoor tests demonstrate the capability of the proposed system to autonomously detect a target object (a panel) and precisely dock in front of it while avoiding obstacles. They show it can autonomously recognize and manipulate target work tools (i.e., wrenches and valve stems) to accomplish complex tasks (i.e., use a wrench to rotate a valve stem). A specific case study is described where the proposed modular architecture lets easy switch to a semi-teleoperated mode. The paper exhaustively describes description of both the hardware and software setup of RUR53, its performance when tests at the 2017 Mohamed Bin Zayed International Robotics Challenge, and the lessons we learned when participating at this competition, where we ranked third in the Gran Challenge in collaboration with the Czech Technical University in Prague, the University of Pennsylvania, and the University of Lincoln (UK).Comment: This article has been accepted for publication in Advanced Robotics, published by Taylor & Franci

    EPIDEMIA DE HIV/AIDS EM MUNICÍPIO DA FRONTEIRA OESTE DO RIO GRANDE DO SUL, BRASIL: EVOLUÇÃO, CASCATA DE CUIDADOS E LETALIDADE

    Objective: To analyze the characteristics and trends of HIV/AIDS epidemic in Uruguaiana/RS between 2005 and 2015 through indicators related to infection and the HIV cascade of care. Methods: Descriptive study performed with secondary data from Health Information Systems of the Ministry of Health. Historical sets of indicators related to detection of HIV/AIDS cases and deaths were developed, comparing with national and state data from 2005 to 2015. Also, the HIV cascades of care were elaborated for the municipality between 2013 and 2015. Results: AIDS detection rates of Uruguaiana were higher in comparison with the country and state, the same happened with the mortality and lethality indicators, which varied among 35.1 and 17.7 deaths/100 thousands of inhabitants and 6.5 and 2.7 deaths/100 inhabitants, respectively. The HIV cascades of care showed an increase in individuals diagnosed with HIV in the period (from 1,125 to 1,527). The main gap occurred between the "diagnosed" and "linked" categories, expanding over time (78%, 48% and 43.4% respectively). There was a low proportion of individuals in the "undetectable viral load" category in the three years, ranging from 32% to 22.9%. Conclusion: Indicators of detection, mortality and lethality due to HIV/AIDS are high in Uruguaiana, with an increase in the number of people diagnosed with HIV and decrease in their link with health services, suggesting the need for advances in strategies to attract and link people living with HIV/AIDS to the health care network.  Objetivo: Analisar caracterĂ­sticas e tendĂȘncia da epidemia de HIV/aids em Uruguaiana/RS entre 2005 e 2015 por meio de indicadores bĂĄsicos relacionados Ă  infecção e da cascata de cuidado de pessoas vivendo com HIV/aids (PVHA). MĂ©todos: Estudo descritivo realizado com dados dos Sistemas de Informação em SaĂșde do MinistĂ©rio da SaĂșde. Foram elaboradas sĂ©ries histĂłricas de indicadores relacionados Ă  detecção de casos e Ăłbitos por HIV/aids, comparando com dados nacionais e estaduais de 2005 a 2015. TambĂ©m foram desenvolvidas as cascatas de cuidado das PVHA para o municĂ­pio entre 2013 e 2015. Resultados: As taxas de detecção de aids de Uruguaiana apresentaram valores mais altos quando comparados ao paĂ­s e estado, o mesmo acontecendo com os indicadores de mortalidade e letalidade, que variaram entre 35,1 e 17,7 Ăłbitos/100 mil habitantes e 6,5 e 2,7 Ăłbitos/100 habitantes, respectivamente. A cascata de PVHA demonstrou um aumento dos indivĂ­duos diagnosticados com HIV no perĂ­odo (de 1.125 para 1.527). O principal gap ocorreu entre as categorias “diagnosticados” e “vinculados”, ampliando-se no decorrer do tempo (78%, 48% e 43,4% respectivamente). Verificou-se baixa proporção de indivĂ­duos na categoria “com carga viral indetectĂĄvel” nos trĂȘs anos, variando entre 32% e 22,9%. ConclusĂ”es: Os indicadores de detecção, mortalidade e letalidade por HIV/aids sĂŁo elevados em Uruguaiana, observando-se aumento do nĂșmero de pessoas diagnosticadas com HIV e diminuição do vĂ­nculo destas com os serviços de saĂșde, sugerindo a necessidade de avanços em estratĂ©gias de captação e vinculação das PVHA Ă  rede de atenção

    [Background] The new revision of the ICD came into effect on January 1st, 2022, and significant changes have been introduced in the section related to substance use disorders. [Method] In the present work we describe the new ICD-11 section “Disorders due to Substance Use and Addictive Behaviors” and outline the innovations in classification and diagnosis introduced, with a view to addressing the most important issues in terms of new opportunities for identifying and caring for people in need of treatment. [Results] The main innovations introduced in the ICD-11 chapter of interest are the expanded classes of psychoactive substances, the introduction of single episodes of substance use, the introduction of harmful patterns of substance use and severity qualifiers for substance intoxication. Furthermore, the new category “Disorders due to addictive behaviors” has been added, including “Gambling disorder” and the new diagnostic category “Gaming disorder”. [Conclusions] ICD-11 calls for renewed public health response and policies fostering the multi-professional and multidisciplinary management of alcohol and substance abuse treatment, giving to these forms of addiction new chances also towards the reaching of the UN 2030 Agenda Sustainable Development Goals

    Focus on Youth Football and Alcohol (FYFA) is a European project (EC, 3rd Health Program, HP-PJ-2016) involving research institutions from Belgium, Finland, Italy, Poland, Slovenia and the UK. The Istituto Superiore di SanitĂ  (ISS), was the project leader of Work Package 5: "Review of national policies and practice in six Member States related to alcohol, young people, sport, marketing and football." The aim of WP5 was to determine the status quo of the policies and practices to reduce heavy episodic drinking related to young people, alcohol and sport at national level. This work investigates knowledge, attitudes and perceptions of experts from sport settings and from the prevention area giving insights on the perceived obstacles and facilitators, whenever available, to promote strategies to reduce alcohol related harm in youth within sport contexts. The presented work describes laws, regulations and attitudes. Furthermore, the results help identifying areas requiring development, highlighting examples of good practices. It emerges that prevention of alcohol-related harm to youth is important within sport settings and should be a priority for all FYFA countries. Despite the presence of regulations, there is a low level of knowledge and enforcement at national level and in the sport contexts; and there is the need of cooperation across organizations to implement alcohol policies for youth within sport settings. More efforts and resources are needed to overcome the main obstacles for effective implementation of alcohol policies, such as regulations on advertising and sponsorship, and alcohol selling, serving and consumption for young players. It is necessary to implement information strategies, prevention initiatives, training programs and to support the dialogue between sporting and prevention settings.info:eu-repo/semantics/publishe
